The Commonwealth of Pennsylvania’s Department of Human Services (DHS) Office of Children, Youth, and Families (OCYF) is seeking a Social Services Program Manager to assist with multiple large-scale initiatives directed to improve services to vulnerable populations. The ideal candidate will possess 7+ years of managing initiatives, 7+ years of budgeting and problem solving, and 7+ years of leadership, communication, negotiation, and organization.
Required Skills/Years of Experience
- Bachelor’s degree in IT or related field
- 7+ years of experience managing initiatives with large complement of project team members
- 7+ years of experience budgeting, problem solving, team building, and using interpersonal skills
- 7+ years of experience with leadership, communication, negotiation, and organization
- 2+ years of experience with programs and issues relative to health and human services
- 1+ years of experience working for a state or federal level social program
Desired Skills/Years of Experience:
- 1+ years of experience working for Pennsylvania government

The Commonwealth of Pennsylvania’s Department of Human Services (DHS) Office of Children, Youth, and Families (OCYF) is seeking a Social Services Program Manager to assist with multiple large-scale initiatives directed to improve services to vulnerable populations. The ideal candidate will possess 7+ years of managing initiatives, 7+ years of budgeting and problem solving, and 7+ years of leadership, communication, negotiation, and organization.
The Social Services Program Manager will be tasked to:
- Develop estimates for the enhancement, business process re-engineering, or development effort in planning, analysis, design, construction, testing, and implementation
- Work with team leads to adjust and revise project estimates
- Ensure new project estimates are approved by the client and agreed upon
- Develop the detailed Project Management Plan for the enhancement, business process re-engineering or development effort
- Deliver all work tasks identified in the Project Management Plan
- Manage and track the project progress against the project schedule
- Develop work planning and scheduling work
- Monitor project milestones and phases and take action to ensure project is on schedule
- Monitor and track the project budget and advise necessary stakeholders
- Plan, organize, prioritize, and manage multiple work efforts across the project team
- Notify team leads of project timelines, milestones, phases, work requests target dates, and approved executable work packages
- Schedule or monitor status reviews, project management inspections, and software quality assurance work product and process reviews with stakeholders
- Capture and report required project management metrics
- Analyze and distribute reports on project metrics associated with work items for improvement
- Ensure all changes to scope follow processes outlined in the Change Management Plan
- Prepare status reports on a periodic basis for the project team, team leads, group leads, sponsor, and appropriate stakeholders
- Tailor and baseline all project templates
- Ensure process and activities are followed
- Communicate and work with users and client as necessary
- Anticipate issues and proactively address them
- Build and maintain relationships with key stakeholders and customer representatives
- Serve as the primary point of contact for all project-related issues and resolution
- Communicate effectively with customers and software/hardware suppliers
- Communicate to team members how their work assignments relate and help achieve project objectives
- Perform final project management evaluation review with stakeholders
