Short Description
The District of Columbia’s Office of the Chief Financial Officer (OCFO) is seeking a Senior IT Project Manager to organize, direct, and manage contract operation support functions, involving multiple, complex, and inter-related project tasks, for the Office of Lottery and Gaming (OLG). The ideal candidate will have 16+ years of IT experience, am active PMI PMP Certification, and an active Agile certification.
Required Skills/Years of Experience
- Bachelor’s degree in IT or related field or equivalent experience
- Agile certification
- PMI PMP Certification
- 16+ years of IT experience
- 16+ years of providing full lifecycle IT application services in an enterprise environment
- 16+ years of managing, coordinating, and establishing priorities for full project lifecycle
- 16+ years of experience in a progressive consulting/management leadership role
- 16+ years of developing and monitoring program/project operating budgets, costs, schedules, and contracts
- 15+ years of Application Development, Infrastructure, and/or Quality Assurance and Testing
- 15+ years of Technology Risk Management, Program/Project Management Offices, and/or Business Operations
- 10+ years of managing multiple projects, budgets, costs, schedules, contracts, and service deliveries
- 10+ years of leadership skills leading large-size program operations and project efforts
- 10+ years of managing multiple concurrent work streams and service delivery
- 10+ years of Project Portfolio and Resource Management
- 10+ years of project management tools (MS Project, Jira, and Confluence)
- 10+ years of client facing experience with project leadership with specific focus on governance and risk for technology operations
- 10+ years of excellent oral and written communications skills at a management level
- 5+ years of managing projects using Agile/Agile Hybrid Methodology/Agile certification>

Complete Description
The District of Columbia’s Office of the Chief Financial Officer (OCFO) is seeking a Senior IT Project Manager to organize, direct, and manage contract operation support functions, involving multiple, complex, and inter-related project tasks, for the Office of Lottery and Gaming (OLG). The ideal candidate will have 16+ years of IT experience, am active PMI PMP Certification, and an active Agile certification.
The Senior IT Project Manager will be tasked to:
- Organize, direct, and manage contract operation support functions, involving multiple, complex, and inter-related project tasks
- Independently lead, manage, and coordinate specific projects for the Office of Lottery and Gaming (OLG)
- Provide leadership in the planning, development, and management of projects consistent with strategic goals and business objectives
- Identify internal and external best practices for quality implementation of assigned programs and projects
- Work with a team of vendors, business and technology members and other staff
- Lead, manage and coordinate activities
- Collaborate closely with various colleagues from IT and business areas to provide the most effective support
- Research, analyze, develop, coordinate, manage, and implement projects under supervision of the Executive Director and COO
- Be responsible for accountability and ownership of working with key stakeholders to implement projects on-time and within budget
- Plan, coordinate, and lead meetings
- Communicate project status and updates to leadership, stakeholders, and the team
- Identify and communicate project risks, issues, concerns, and possible resolution
- Work with key stakeholders to develop resources requirements and understand budget requirements to develop project plans
- Facilitate and own the creation/management of technical specification documents for complex projects
- Interface with technical liaisons, vendors, and developers as needed
- Manage and work with 3rd party vendors to support OLG programs/projects
- Manage day-to-day execution of project implementations
- Manage the planning, design, build, tracking, UAT, documentation, and status updates for projects
- Ensure compliance with contract agreements and regulations
- Participate in end-to-end implementation planning (project management, issue management, communication, and change management)
- Drive project optimization by identifying opportunities across various platforms to reduce cost and improve performance
- Manage teams of contract Support Personnel at multiple locations
- Maintain and manage the client interface at the senior levels of the client organization
- Meet with customer and contractor personnel to formulate and review task plans and deliverable items
- Ensure conformance with program task schedules and costs
- Perform other duties as assigned
