Short Description
The District of Columbia’s Department of Employment Services (DOES) is seeking a Senior IT Project Manager to support the implementation of a COTS product, which will include the planning, reporting, and risk mitigation throughout the full project lifecycle from requirements gathering to data conversion to implementation. The ideal candidate will possess 16+ years of providing full lifecycle services in an enterprise environment, 16+ years of managing, coordinating, and establishing priorities, and 16+ years of aligning IT strategy and planning.
Required Skills/Years of Experience
- Bachelor’s degree in IT or related field or equivalent experience
- 16+ years of experience in progressive consulting leadership role, providing full lifecycle services in enterprise environment
- 16+ years of experience managing, coordinating, and establishing priorities for entire project lifecycle
- 16+ years of experience with project management in an enterprise environment
- 16+ years of experience in IT
- 16+ years of experience directing and coordinating the planning and production of contract support activities/delivery items and developing plans
- 16+ years of experience with scheduling and resource estimates for programs/projects using estimated project/program management standards
- 16+ years of experience aligning IT strategy and planning with the company's business goals
- 12+ years of experience leading and managing teams building web based application in an enterprise environment
- 12+ years of experience in documenting business processes, requirements, and test scripts
- 12+ years of experience with client relationship management
- 12+ years of experience developing RFIs and/or RFPs for major critical systems
- 12+ years of experience in business process mapping
- 12+ years of experience creating process flows and system architecture diagrams
- 12+ years of experience with systems integration
- 12+ years of experience working with data warehouses and/or operational data stores
- 12+ years of experience with user interface designs for web applications
- 12+ years of experience with SQL Server, data warehouses, and/or statistical data presentation
- 12+ years of experience in documenting business processes, requirements, and test scripts
- 8+ years of experience working independently or in a team environment
- 8+ years of experience with fluency in English with excellent written and verbal communication skills
- 8+ years of experience with SDLC and Agile development methodology
- 8+ years of experience with User Interface Designs for WEB applications
- 6+ years of experience with software development for accounting and data entry systems
- 5+ years of experience with strong documentation skills

The ideal candidate will possess 16+ years of providing full lifecycle services in an enterprise environment, 16+ years of managing, coordinating, and establishing priorities, and 16+ years of aligning IT strategy and planning.
The Senior IT Project Manager will be tasked to:
- Manage functional teams, technical teams, budgets, and vendor/client relationships
- Manage work plans for development projects, implementations, network functions, and/or support services
- Identify and manage risk
- Report status to executives
- Ensure the successful delivery of business-critical functions pertaining to resourcing, managing, monitoring, communicating, and escalating as appropriate in support of the aforementioned areas
- Collaborate with the account leadership and the client to ensure that PMO services align with the Agency's strategic plans, have business sponsorship, and have measurable benefits
- Create forward-thinking, program objectives and goals and ability to clearly communicate them to others
- Drive change, build trusted relationships, and be an effective problem solver
