Short Description
The Commonwealth of Pennsylvania’s Department of Human Services (DHS), Office of Long Term Living (OLTL) is seeking a Senior IT Data Analyst to provide analytical support by assisting in the collection, preparation, validation, and distribution of data to various requesting stakeholders and leading in the design of standard operating procedures (SOP) and process flow diagrams. The ideal candidate must have 4+ years of experience with data collection, preparation, validation, and distribution; applied data analytical skills; and extraction of data from various data sources and warehouses.
Required Skills/Years of Experience
- Bachelor’s degree in IT or related field or equivalent experience
- 4+ years of experience with data collection, preparation, validation, and distribution
- 4+ years of experience with applied data analytical skills
- 4+ years of experience with extraction of data from various data sources and warehouses
- 4+ years of experience with data visualization tools (Power BI or Tableau)
- 4+ years of experience with proficiency in Microsoft Office suite (Access, Excel, PowerPoint, and Word)
- 2+ years of experience creating executive level presentations
- 2+ years of experience with the proven ability to lead a team and successfully complete assignments
- 2+ years of experience in the healthcare industry, preferably with a health plan, pharmacy, or health tech environment
- 2+ years of knowledge of healthcare operations (enrollment, claims, customer service, and appeals)
Desired Skills/Years of Experience:
- 1+ years of experience with healthcare quality measures, utilization studies, and healthcare analytics
- 1+ years of experience with SAS
- 1+ years of knowledge of Medicaid and Medicare

The Commonwealth of Pennsylvania’s Department of Human Services (DHS), Office of Long Term Living (OLTL) is seeking a Senior IT Data Analyst to provide analytical support by assisting in the collection, preparation, validation, and distribution of data to various requesting stakeholders and leading in the design of standard operating procedures (SOP) and process flow diagrams. The ideal candidate must have 4+ years of experience with data collection, preparation, validation, and distribution; applied data analytical skills; and extraction of data from various data sources and warehouses.
The Senior IT Data Analyst will be tasked to:
- Determine and document requirements for diagnosis level reporting
- Follow current process and continuously improve data reporting based on quality standards
- Provide expertise for defining functional architecture and infrastructure, using LEAN principles
- Act as the lead analyst in the oversight and tracking of data requests by using the existing data governance structure
- Act as the lead analyst in the design of SOP and process flow diagrams for effective cross training and knowledge transfer
- Provide succinct analysis, data charts, and graphs
- Support the Program Development and Innovation section on special studies and research requested by DHS or OLTL bureaus
- Provide innovative ways to use existing data to improve program outcomes and efficiencies, including predictive analytics and business intelligence
- Collaborate and build relations with program and policy staff
- Assist in the development and support of monitoring OLTL’s program performances
- Recommend specifications for new program performance measures
- Assist in the development of data dashboards and other data visualizations
- Maintain project documentation and work plans
- Create executive level reports and presentations
- Provide support in other projects as assigned by the section chief or above level management
- Attend meetings as assigned by the section chief or above level management
