The District of Columbia’s Department of Human Services (DHS) is seeking a Senior IT Business Analyst to support application stabilizations, enhancements, operations, and maintenance redesigns as well as other related projects. The ideal candidate will possess a Scrum Master certification, 12+ years of experience as a Business Analyst/ Business Data Analyst, 12+ years of experience utilizing analytical skills, time management abilities, attention-to-detail skills, and excellent written and verbal communication skills, and 11+ years of experience working with software development lifecycles.
Required Skills/Years of Experience
- Bachelor’s degree in IT or related field or equivalent experience
- Scrum Master Certification
- 12+ years of experience in a Business Analyst/ Business Data Analyst role
- 12+ years of experience with analytical skills, time management ability, detail-oriented; excellent written and verbal communication skills
- 11+ years of experience with software development lifecycles
- 11+ years of experience using MS Office/PowerPoint
- 11+ years of experience in requirements gathering and documentation
- 11+ years of experience in requirements identification, use case and scenario capture, and development of visual tools, analytical tables, and presentations
- 10+ years of experience with business process analysis, redesign, workflows, and complex logic

The District of Columbia’s Department of Human Services (DHS) is seeking a Senior IT Business Analyst to support application stabilizations, enhancements, operations, and maintenance redesigns as well as other related projects. The ideal candidate will possess a Scrum Master certification, 12+ years of experience as a Business Analyst/ Business Data Analyst, 12+ years of experience utilizing analytical skills, time management abilities, attention-to-detail skills, and excellent written and verbal communication skills, and 11+ years of experience working with software development lifecycles.
The Senior IT Business Analyst will be tasked to:
- Capture, verify, and manage requirements and requirements traceability in support of product development, testing and delivery
- Develop requirements, workflow, and system analysis
- Work with business stakeholders and users
- Develop software requirements and specifications for current system enhancements, new system functionalities, and new projects for use by customers
- Analyze, design, and evaluate computer systems to address and satisfy business requirements
- Establish functional, non-functional, and performance specifications
- Develop effective guidelines and ensure all project documentation meets the established guidelines
- Conduct business and technical presentations for the customer
- Provide innovative solutions to complex technical problems
- Understand and communicate the government policies, regulations, operational missions, and goals for the assigned programs
- Collaborate with developers and QA to ensure business and system requirements are met and functionality is enhanced
- Attend required training
- Perform backup support outside of the primary position function as assigned
- Implement and manage business aligned IT services
- Ensure the application platform is of high quality, is free of defects, and adheres to industry standards for development, testing, and deployment
- Apply expert level experience in software requirements analysis and documentation
- Work with all levels of client from end users to managers to obtain detailed system requirements

- Design document/RTM drafts
- Develop software release notes
- Develop process analysis and standard operating procedures
- Provide process and system diagrams using available tools
- Provide strategic advice to the lead, management, and customers of the OIS
- Implement programming standards that support a secure and defect free application
- Interact daily with government clients in order to meet the technical requirements for new initiatives
- Work with quality assurance / quality control teams to ensure the application remains secure and defect free
- Evaluate, design, and implement accepted programming standards as they relate to application and infrastructure
- Define and document processes to be used by all application developers on the team
- Plan, research, and recommend new equipment, software tools, and related technologies
- Use monitoring and performance analysis tools to troubleshoot and isolate application performance issues
- Update system and process documentation
- Produces user guides, ER diagrams, SOPs, and Visio Network design drawings
- Perform other duties as assigned
- Become an integral part of the ASD I Team
- Make every problem associated to the platform a problem of their own
- Demonstrate critical thinking abilities and take initiative to resolve all problems and challenges accordingly
- Work closely with DHS OIS and its partner agencies to ensure the agencies’ priorities are met
- Formulate and define systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements
- Devise or modify procedures to solve complex problems considering computer equipment capacity and limitations, operation time, and form of desired results
- Analyze business and user needs, documentation of requirements, and then translate those into proper system requirements specifications
- Provide consultation on complex projects
- Become the top-level contributor/specialist for most phases of systems analysis
- Consider the business implications of the application of technology to the current and future business environment
