Required Skills/Years of Experience
- Bachelor’s degree in IT or related field or equivalent experience
- 15+ years of experience with developing enterprise applications using Microsoft technologies within a distributed (n-tier) architecture
- 13+ years of experience conveying technical and functional concepts for a specific technical specialty
- 13+ years of experience preparing complex technical documentation
- 11+ years of experience developing applications using C#, ASP.NET
- 11+ years of experience with database technologies, development methodologies, and front-end (e.g., Cognos)/back-end programming languages (e.g. SQL)
- 11+ years of experience developing enterprise applications that interact with MS SQL Server and/or Oracle databases
- 10+ years of experience with Visual Studio 2010

The District of Columbia’s Department of Human Services (DHS) is seeking a Senior .NET Developer to design, development, deliver and enhance Client-Server, Web-Based, Cloud-Based, and Mobile Software Applications using Microsoft .NET Technologies, ASP & C#. The ideal candidate will possess 15+ years of enterprise application development using Microsoft technologies within a distributed (n-tier) architecture, 13+ years of conveying technical and functional concepts for a specific technical specialty, 13+ years of complex technical documentation preparation, and 11+ years of application development using C#, ASP.NET
The Senior .NET Developer will be tasked to:
- Build and implement additional functionality and system enhancements as requested by FSA
- Make system fixes to ERAP as needed
- Troubleshoot production issues
- Work with Business Analysts to understand current and new business processes for ERAP and formulate IT solutions involving ERAP to improve efficiency
- Build out enhanced reporting and dashboard capabilities
- Perform proactive application monitoring activities including enhanced audit log tracking
- Become an integral part of the ASD Team, making every problem associated with the platform a problem of their own and will demonstrate the required initiative and critical thinking abilities necessary to resolve all problems and challenges accordingly
- Work closely with DHS OIS and its partner agencies to ensure the agencies’ priorities are met
- Design, develop, and deploy applications that support users on the case and program management especially with ERAP applications
- Provide mentorship and technical advice to a team of Application/Reports/Query developers
- Provide strategic advice to the lead, management and customers of the OIS
- Implement programming standards that support a secure and defect free application
- Interacs daily with government clients in order to meet the technical requirements for new initiatives
- Work with Quality Assurance / Quality Control teams to ensure the application remains secure and defect free
- Define and document processes to be used by all application developers on the team
- Plan, research, and recommend new equipment, software tools, and related technologies
- Use monitoring and performance analysis tools to troubleshoot and isolate application performance issues
- Update system and process documentation, produces user guides, ER diagrams, and SOPs as needed - Including Visio Network design drawings
- Demonstrate expertise in conveying technical and functional concepts for a specific technical specialty
- Identify improvements to project standards to achieve high quality services/products
- Coordinate programming activities being conducted by the application development team
- Confer with other business and technical personnel to resolve problems of intent, inaccuracy, or feasibility of computer processing and project design
- Work with necessary personnel to determine if modifications are necessary with interested personnel to determine necessity for modifications or enhancements
- Leverage excellent written and verbal communication skills to develop new business process and programming solutions as directed by business and technical stakeholders
- Coordinate activities of application developers
- Identify best practices and standards for the use of the product
- Perform hands-on technical design and code work within large complex systems
- Provide hands-on technical work with a variety of technologies
- Demonstrate technical expertise integrating a variety of diverse technical environments and cross-platform technologies
- Deliver support and design for industry specific applications that require integration with statewide systems or applications
- Interact with executive level business users or technical experts
- Function as a niche technical SME (Subject Matter Expert)
- Perform other duties as assigned.
