Short Description
The District of Columbia’s Child and Family Services Agency (CFSA) is seeking a Senior Data Warehouse Architect to develop an ideal target data model for new CCWIS (Comprehensive Child Welfare Information System) and work with vendors to implement the data model. The ideal candidate will have 11+ years of conveying technical and functional concepts for a specific technical specialty.
Required Skills/Years of Experience
- Bachelor's degree or equivalent technical experience
- 11+ years of conveying technical and functional concepts for a specific technical specialty
- 11+ years of preparing complex technical documentation
- 11+ years of data quality initiatives, data modeling, or data architecture
- 7+ years of SQL queries
- 7+ years of experience with a scripting or data analysis language (R, Python, Perl, Javascript, etc.)
- 6+ years of project management experience
- 2+ years of working with Talend or equivalent Data Management/data integration tools
- 2+ years of working with Azure Data Stack including Data Factory, Synapse and Blog Storage
Desired Skills/Years of Experience:
- 2+ years of experience in Human Services, Child Services, or K-12 Education

The District of Columbia’s Child and Family Services Agency (CFSA) is seeking a Senior Data Warehouse Architect to develop an ideal target data model for new CCWIS (Comprehensive Child Welfare Information System) and work with vendors to implement the data model. The ideal candidate will have 11+ years of conveying technical and functional concepts for a specific technical specialty.
The Senior Data Warehouse Architect will be tasked to:
- Develop ideal target data model for new CCWIS and work with vendor to implement actual data model
- Evaluate and document current state of data quality
- Come up with and track data quality improvement actions
- Manage Data Quality activities and maintain the CFSA Data Quality Plan
- Maintain data inventories and when possible reduce data capture and maintenance systems
- Develop agendas, schedule meetings, develop action items for the Data Quality Committee and its subcommittees
- Conduct data quality analysis and develop recommendations for the Committees
- Develop a documentation framework (using online capabilities such as SharePoint, Wiki, other tools) to continuously capture and update data quality standards, exception report processing, data, and domain definitions
- Develop and maintain report catalogue
- Support development of a campaign to raise the level of awareness and action on the part of staff members to contribute to solving our data quality issues versus contributing to them
- Work with a system integrator vendor to support data conversion effort
- Develop data conversion quality control and quality assurance processes
- Demonstrate expertise in conveying technical and functional concepts for a specific technical specialty
- Identify improvements to project standards
- Coordinate programming activities conducted by the application development team
- Confer with other business and technical personnel to resolve problems of intent, inaccuracy, or feasibility of computer processing and project design
- Work with necessary personnel to determine if modifications are necessary
- Leverage excellent written and verbal communication skills to develop new business process and programming solutions as directed by business and technical stakeholders
- Coordinate activities of application developers
- Identify best practices and standards for the use of the product
- Deliver support and design for industry specific applications that require integration with statewide systems or applications
- Interact with executive level business users or technical experts
- Function as a niche technical SME (Subject Matter Expert)
