Required Skills/Years of Experience
- Bachelor’s degree in Computer Science or related field or equivalent experience
- 2+ years of experience with project management processes (waterfall, agile development)
- 2+ years of experience with SRM systems, MS Office 365, and Procurement systems
- 2+ years of experience with procurement code, procurement methods (RFP, RFQ, ITQ, IFB, etc.), and procurement policies/procedures
- 2+ years of experience collaborating with customers, stakeholders, and co-workers in a professional and courteous manner
Desired Skills/Years of Experience:
- 1+ years of experience with developing statements of work and supporting documents

The Commonwealth of Pennsylvania's Department of General Services (DGS) is seeking an IT Procurement Specialist to research, enhance, and implement the procurement code, methods (RFP, RFQ, ITQ, IFB), and policies/procedures within the Bureau of Procurement.
The IT Procurement Specialist will be tasked to:
- Become proficient in use and knowledge of: SRM applications, DGS websites, MS Office Suite, and IT Terms and Conditions
- Apply knowledge of procurement code, handbook, policies, procedures, methods, and systems
- Share knowledge on performance with the Bureau of Procurement, strategic partners, and customers
- Participate in trainings as directed by management
- Seek out training opportunities to increase job knowledge and skills
- Identify inefficiencies and recommend improvements
- Utilize industry best practices when conducting research
- Leverage knowledge gained from other state’s procurement practices
- Serve as the primary point of contact for all statement-of-work-related development activities
- Administer IT procurement activities for assigned projects
- Develop and execute sourcing strategies and solicitation documents
- Provide strategic advice to agencies on the proper methods of procurement
- Research data on current Agency contracts and procurements
- Make recommendations on current and future procurement strategies
- Collect and analyze information on Agency business needs and technical environments
- Draft competitive procurement documents
- Collaborate with the Commodity Specialist to identifies appropriate Subject Matter Experts (SMEs)
- Coordinate and facilitate workgroups
- Develop statements of work and supporting documents in support of competitive procurement solicitations
- Develop statements of work and supporting documents for RFIs, RFQs, RFPs, and IFBs
- Communicate results to agency representatives and suppliers
- Develop best practice documents and templates
- Complete assignments professionally and in accordance with established project timeline
- Provide results consistent with organizational standards for both external and internal customer service
- Implement procurement strategies, goals, and objectives as directed by management
- Ensure alignment with the Department of General Services and Bureau specific initiatives and goals
- Seek and identify all nonconforming conditions/occurrences and resolve them
- Ensure all activities support the Bureau of Diversity Inclusion and Small Business Opportunities (BDISBO) goals
- Resolve project performance issues effectively and timely
- Promote and actively pursues savings opportunities in support of Bureau goals
- Provide excellent customer service
- Maintain confidentiality for sensitive discussions related to procurement strategy and processes
- Perform other duties or special projects as required
- Demonstrate professional and courteous communication skills during all interactions
- Conduct meetings with internal and external stakeholders in a professional, productive, and positive manner
- Notify the manager immediately of any unprofessional conduct by customers or stakeholders
- Ensure written and verbal communications are well conceived
- Provides regular feedback to manager
- Review assignments with manager to ensure full understanding
- Ensure reports are updated and timely
- Provide summary to manager in timely manner
- Exhibit good listening skills by demonstrating understanding of conveyed communications
- Participate in one-on-one meetings with the supervisor, team-building meetings, and other essential meetings
- Return phone calls and emails no later than (1) one business day from receipt
- Utilizes “Out of Office” practices for email/phone and identify backups
- Recognize and take the initiative to identify and resolve problems
- Perform daily tasks without specific direction
- Demonstrate ability to determine what needs to be done according to established priorities
