Short Description
The District of Columbia’s Department of Employment Services (DOES) is seeking an IT Enterprise Architect, who is both a senior level Architect and IT Project Manager and who can provide architecture support to drive technical projects aimed at process improvement that provide bottom-line performance gains. The ideal candidate must possess 16+ years of designing architectures for systems and solutions, 16+ years of documenting business processes, requirements, and test scripts, and 16+ years of software development.
Required Skills/Years of Experience
- Bachelor’s degree in IT or 20+ years of equivalent experience
- 16+ years of experience in designing architectures for systems and solutions
- 16+ years of experience documenting business process, requirements, and test scripts
- 16+ years of experience with software development
- 12+ years of experience with database design and configuration
- 12+ years of experience with solution architecture and design
- 12+ years of experience with standard database concepts (query optimization, database tuning, data modeling, etc.)
- 8+ years of experience with consulting management and stakeholders in architecture
- 8+ years of experience with enterprise architectures, data modeling and ETL architecture
- 8+ years of experience with bi-directional traceability between source requirements and product or sub-product requirements
- 7+ years of experience with SQL 2012 and above
- 7+ years of experience with mobile app design experience
- 7+ years of experience SQL, SQLDB design and development including Stored Procedures
- 6+ years of experience with multiple versions (1.1 to Core 2.0) of the .NET Framework
- 5+ years of experience with Service Oriented Architecture (SOA), REST, and/or AWS or other cloud IAAS providers
- 5+ years of experience with driving requirements sessions and JAR & JAD sessions for an SDLC
- 5+ years of experience with programming languages such as C#, JavaScript, AJAX and MVC
- 5+ years of experience with .Net Entity Framework

The District of Columbia’s Department of Employment Services (DOES) is seeking an IT Enterprise Architect, who is both a senior level Architect and IT Project Manager and who can provide architecture support to drive technical projects aimed at process improvement that provide bottom-line performance gains. The ideal candidate must possess 16+ years of designing architectures for systems and solutions, 16+ years of documenting business processes, requirements, and test scripts, and 16+ years of software development.
The IT Enterprise Architect will be tasked to:
- Document the desired future state of application architecture and document the gaps between current and future states; define transition plans to close the gaps
- Design, document and drive adoption of enterprise-wide architectures and frameworks
- Provide technical oversight to vendor solution implementations
- Assume a leadership role in establishing and ensuring compliance with IT governance policies and initiatives including standards, best practices and policies
- Serve as subject matter expert in multiple technology areas
- Lead and coordinate IT architecture, IT project management, engineering, maintenance, QA, and risk management
- Perform, monitor, maintain, or report on real- time databases, real-time network and serial data communications, and real-time graphics and logic applications
- Assure that solution designs meet requirements for scalability, performance and quality in accordance with negotiated service level agreements
- Participate in the assessment and resolution of software defects discovered during the quality assurance process
- Work with software engineers, QA engineers, technical writers, configuration management and infrastructure, as needed, to ensure quality and the successful implementation of new applications or features
- Assist IT Managers in assessing feature and requirement tradeoffs
- Provide assessments of technical and operational practices based on leading industry standards specific to the requested technology
- Participate in requirements gathering as a collaborator with the team
- Lead code development of data system, then tests and deploys system
- Formulate and define systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements
- Provide consultation on complex projects and is the top-level contributor/specialist of most phases of systems analysis, while considering the business implications of the application of technology to the current and future business environment
