Required Skills/Years of Experience
- Master’s degree in IT or related field or equivalent experience
- 16+ years of overall IT experience
- 16+ years of experience aligning IT strategy and planning
- 16+ years of experience in enterprise practices and standards
- 16+ years of experience with cloud technologies and platform integration
- 16+ years of experience architecting Agile and other iterative projects
- 16+ years of experience with data management, including COTS and legacy applications
- 14+ years of experience with data architecture and data strategy

The District of Columbia’s Department of Employee Services (DOES) is seeking a IT Data Architect to manage conversion activities from a legacy system (VSAM and SQL) to a new cloud-based solution using SQL. The ideal candidate will possess 16+ years of aligning IT strategy and planning, 16+ years of architecting Agile and other iterative projects, and 16+ years of enterprise practices and standards.
The IT Data Architect will be tasked to:
- Manage the conversion activities from a legacy system (VSAM and SQL) to a new cloud-based solution using SQL
- Oversee the development of a legacy data dictionary
- Map the legacy data to the new solution
- Develop extracts and procedures to prepare the data for migration
- Provide vision and strategy for all data management initiatives and advisors
- Serve as a steward for data quality and advocate for data sharing
- Develop new data products
- Ensure data is reliable and secure
- Work with executives, IT developers, and data users to achieve data accuracy and process requirements
- Develop dashboards and reporting capabilities to measure agency performance
- Monitor, identify, and prioritize operational risk factors
- Recommend strategies to improve organizational efficiency
- Create, modify, and retire data
- Represent the agency on data management efforts and vendor relationships
- Establish data archiving strategies across the agency
- Establish an internal data council group
- Provide guidelines and recommendations on business requirements, practices, and compliance
- Educate agency members on data management concepts and best practices
- Establish and maintain optimal coordination and communication with key system offices, institutions, and external stakeholders
- Use strong organizational and planning skills
- Present work accurately and professionally
