The Commonwealth of Pennsylvania’s Department of Health (DOH) is seeking an IT Business Analyst (WIC) to provide business analysis and level one and two support of systems and processes critical to providing WIC program services. The ideal candidate will have 5+ years of experience with customer and technical support of business critical applications, 5+ years of experience with business and process analysis, and 1+ years of experience with State, Federal, and/or Local government.
* The candidate will need to report on-site the first day to pick up equipment. Additional on-site attendance may be required as needed.
Required Skills/Years of Experience
- Bachelor’s degree in IT or related field or equivalent experience
- 5+ years of experience with customer and technical support of business critical applications

The Commonwealth of Pennsylvania’s Department of Health (DOH) is seeking an IT Business Analyst (WIC) to provide business analysis and level one and two support of systems and processes critical to providing WIC program services. The ideal candidate will have 5+ years of experience with customer and technical support of business critical applications, 5+ years of experience with business and process analysis, and 1+ years of experience with State, Federal, and/or Local government.
The IT Business Analyst (WIC) will be tasked to:
- Create and maintain technical process and system documentation as needed
- Maintain technical skills and knowledge required to support WIC systems
- Complete weekly timesheet reporting in Vector VMS by COB Friday
- Conduct daily systems monitoring and analysis to maximize effectiveness and troubleshoot problems
- Ensure deliverable compliance with all Commonwealth, HHSDC, and USDA FNS standards and procedures
- Participate in various business and technical sessions and meetings, including daily Triage and weekly CCB
- Provide business analysis and level one and two support of systems and processes critical to providing WIC program services
- Provide status reporting conforming to intervals and standards mandated by the Applications Developer Administrator
- Confer with various technical teams and customer representatives to ensure solutions conform to customer and technical support specifications
- Maintain and support of the suite of applications used within the WIC program
- Demonstrate experience in older and newer technologies
- Provide sufficient levels of customer and technical support for the Bureau of WIC and various business partners to sustain program services
- Be familiar with the WIC program and a variety of the IT technologies and methodologies
- Provide analysis, support, and testing
- Work with a variety of old and new Microsoft software technologies
- Work with the Bureau of WIC, WIC technical support, and a variety of other Health and Human Services Delivery Center teams to define needs, analyze problems, recommend solutions, and provide the level of support required to maintain consistent, quality level service
- Utilize Azure DevOps for SDLC reporting and workflow
- Provide analysis and recommendations driven by business and USDA policy changes
- Participate in business and system knowledge transfer sessions related to EBT and the PENN system
- Support the WIC ADA in ongoing planning activities related to upcoming WIC system releases
- Create business requirements with program staff and provide analysis and testing for user stories and bugs prioritized and assigned for upcoming WIC system releases
- Create documentation that will become part of the WIC Support knowledge center for onboarding support staff
- Provide ongoing level one and two support for all WIC systems, including system error monitoring and resolution
- Create and maintain system help documentation to support ongoing goals related to user self-service and system training initiatives
- Utilize a high degree of business and technical knowledge, skill, leadership, dedication, and initiative
- Provide analysis and recommendations driven by business and USDA policy changes
- Demonstrate the ability to ramp up quickly and perform independently
