Short Description
The Commonwealth of Pennsylvania’s Department of Health (DOH), Division of HIV Disease, Care Section is seeking an IT Business Analyst / DBA to serve as a part of the CAREWare centralization project team, assisting the effort to migrate all provider data from their instance of CAREWare to the central DOH CAREWare server. The ideal candidate must have 6+ years of experience with requirements validation and technical business analysis and 6+ years of knowledge of data models.
* This position will require occasional on-site attendance as requested by DOH.

Complete Description
The Commonwealth of Pennsylvania’s Department of Health (DOH), Division of HIV Disease, Care Section is seeking an IT Business Analyst / DBA to serve as a part of the CAREWare centralization project team, assisting the effort to migrate all provider data from their instance of CAREWare to the central DOH CAREWare server. The ideal candidate must have 6+ years of experience with requirements validation and technical business analysis and 6+ years of knowledge of data models.
The IT Business Analyst/DBA will be tasked to:
- Complete data migration in coordination with DOH, providers and HHS Solutions Management (HHS SM)
- Serve as part of the CAREWare centralization project team
- Coordinate between technical teams for the provider, CAREWare vendor, and DOH teams to ensure execution of the documented data migration tasks
- Perform, evaluate, and communicate thorough quality assurance at every stage of systems development
- Determine and develop user requirements for systems in production to ensure maximum usability
- Analyze providers’ CAREWare systems and document all custom field requirements
- Work with central DOH data managers to ensure non-duplicating custom data being converted to CAREWare 6.0
- Determine operational objectives by studying CAREWare functions (gathering information and evaluating output requirements and formats)
- Demonstrate understanding of the database model and data migration tasks from the provider to the central DOH CAREWare server
- Coordinate with stakeholder teams across business and technical units of the providers, CAREWare vendor, and HHS SM to develop necessary analysis and documentation in a collaborative way to ensure all migration tasks and activities
- Assist the team and the project manager to achieve the goals of the project
- Import provider data to the DOH central server, test and validate the data, and export it to DOH CAREWare production
- Evaluate, analyze, and communicate data migration tasks on a continuing basis, and maintain systems processes, including the delivery of monthly status reports to all appropriate parties
- Respond to questions and concerns from managers and executives with supporting research and recommendations
- Develop meaningful and lasting relationships with partners for optimized data migration efforts
- Use verbal and written communication to articulate clearly whatever technical issues may arise
- Work with programs and issues relative to health and human services
- Show leadership, the ability to take initiative, and dedication
- Move quickly and perform independently
- Develop and maintain test logs for each provider data migration
- Use technical skills of learning and understanding new web-based systems
- Use knowledge of SQL and Access DB
- Troubleshoot data transfer errors
- Coordinate with various stakeholders
- Ensure requirements are validated
- Assist with project planning and reporting efforts with the PM
- Develop workflow and procedures to onboard each provider from their native CAREWare system to the DOH central CAREWare server
- Serve as thought leader for technical business processes, developing forward-thinking systems prototypes that promote increased efficiency and productivity on multiple levels
- Report to the project manager
- Perform technical analysis and support
- Perform data migration of healthcare data across systems
- Consult with the client to identify issues and analyze problems to raise to the PM as necessary
