The Commonwealth of Pennsylvania’s Department of Corrections (DOC) is seeking an IT Business Analyst to assist the technical staff in gathering and documenting the system functional and system requirements for new development projects and enhancements to existing applications for DOC and Pennsylvania Parole Board (PPB) users. The ideal candidate must have 5+ years of experience using Waterfall Methodology, writing use cases and requirements documents, and developing business requirements.
The IT Business Analyst will be tasked to:
- Assist the technical staff in gathering and documenting the system functional and system requirements for new development projects and enhancements to existing applications for DOC and Pennsylvania Parole Board (PPB) users
- Use the Waterfall methodology for tracking project work (sprint planning and development efforts)
- Elicit and document requirements in a Waterfall environment
- Collect, analyze, and document business rules, processes, and legislation
- Lead business requirements gathering sessions with business and technical resources for complex system development projects
- Analyze legislation or other business documentation (policies/procedures, RFPs, etc.) to determine necessary IT system changes or changes to business processes required to meet the objectives of an agency initiative
- Work with business users to develop and implement improved business processes for their application to an IT system in support of agency program policy
- Work with users to develop or enhance system requirements
- Prepare or review detailed functional specifications for complex IT systems development or enhancement projects to be used by developers for system coding
- Participate in the development of detailed functional specifications for highly complex system development and enhancement projects
- Prepare use cases or other types of requirements documentation
- Assist with system testing
- Assist with preparation of system change requests
- Assist with the planning and prioritization of system changes
- Assist with the creation of training materials
- Troubleshoot system, data, and process problems
- Work with development and database teams to identify opportunities for data migration and correspondingly document any necessary business rules
