The Commonwealth of Pennsylvania’s Office of Administration, Office of Information Technology (OA-OIT) is seeking an IT Business Analyst to capture business and technical requirements that lead to the design, development, and implementation of new applications and support enhancements to existing applications to meet objectives. The ideal candidate must have 5+ years of experience with hands-on technical development work, 5+ years of experience conducting facilitated workshops for requirements analysis, and 5+ years of experience with excellent communication and interpersonal skills.
The IT Business Analyst will be tasked to:
- Coordinate with technical leads, business users, and project managers
- Utilize strong organizational and writing skills
- Work through every phase of the software development life cycle
- Perform hands-on requirements solicitation, facilitation, and documentation of business, functional, and technical requirements
- Engage in a variety of complex analysis activities with minimal or no direct supervision
- Capture business and technical requirements that lead to the design, develop, and implementation of new applications
- Support enhancements to existing applications to meet the organization’s objectives
- Conduct facilitated workshops for requirements analysis
- Develop business requirements (project initiation document, what the needed achievements will be, and the quality measures)
- Develop graphic representations of complex business processes/workflows using standard notation/business process modeling in Microsoft Visio or a similar tool
- Manage activities, techniques, and artifacts used to work as a liaison among stakeholders to understand the structure, policies, and operations of the organization and recommend solutions that enable the organization to achieve its goals
- Develop functional requirements (describe what the system, process, or product/service must do to fulfill the business requirements)
- Define requirements for Agile software development frameworks
- Work with process owners and developers to resolve defects
- Manage testing (creating test cases, executing test cases, and identifying defects as part of validating requirements)
- Develop user (stakeholder) requirements
- Correctly interpret the needs of stakeholders
- Reflect how the product will be designed and developed and define how test cases must be formulated
