Short Description
The District of Columbia’s Department of Health Care Finance is seeking a Finance / Budget Manager to be responsible for the strategic maximization of federal grant revenue through detailed cost allocation planning across all business units of the Economic Security Administration. The ideal candidate will have 16+ years of experience in enterprise budget/finance, former grant fund management experience, and former public government program experience.
Required Skills/Years of Experience
- Bachelor’s Degree in Business Administration or Public Administration Finance, Accounting or related field or equivalent experience
- 16+ years of using MS Office/PowerPoint
- 16+ years of managing, coordinating, and establishing priorities for entire project lifecycle
- 16+ years in progressive consulting leadership role(s)
- 16+ years of providing full lifecycle services in enterprise environments
- 10+ years of managing a grant funded, cost allocated state and federal funded project
- 8+ years of identifying and mediating funding risks
- 8+ years of using MS Excel reports and dashboards
- 5+ years of providing detailed financial executive reports on 200+ million dollar agencies
- 5+ years of producing financial models detailing alternate scenarios
- 5+ years of developing and maintaining an Advanced Planning Document that cross CMS, FNS, and ACF programs or exp with CAS reporting (SNAP, TANF, and Medicaid)
- 5+ years of experience managing and balancing cost allocation for projects with numerous funding sources

The District of Columbia’s Department of Health Care Finance is seeking a Finance / Budget Manager to be responsible for the strategic maximization of federal grant revenue through detailed cost allocation planning across all business units of the Economic Security Administration. The ideal candidate will have 16+ years of experience in enterprise budget/finance, former grant fund management experience, and former public government program experience.
The Finance / Budget Manager will be tasked to:
- Lead, develop, recommend, defend, and monitor complex cost allocation methodologies that include funding from different federal and local sources, namely Center for Medicare Medicaid Services, Food and Nutrition Service, and Administration of Children and Families
- Assist and advise management on budget and financial issues, especially as they relate to business decisions that may affect allocation planning
- Perform financial research and analysis; review financial reports; review and learn human services cost allocation
- Create financial models to highlight the financial effects of proposed business decisions
- Propose methods to operationalize the strategy to maximize DC’s federal reimbursement for administering the SNAP, TANF, and Medicaid programs
- Lead technically complex research and financial analyses on fiscal and financial matters
- Liaise with the Office of the Chief Financial Officer
- Analyze and review prior expenditures
- Grant balances and fund sources
- Develop financial models and prepare financial forecasts
- Create cost projections and provide recommendations on optimal course of action based on funding availability
- Work closely with the Program Managers to ensure that the cost allocation methodology that has been established is in accordance with the agency budget, federal rules, and the agency’s ability to operationalize the methodology
- Provide Cost allocation recommendation to maximize opportunities for federal income and to align with the agency’s ability to operationalize any changes and not interfere with the agency’s ability to provide high quality services
- Lead the effort internally to update cost allocation as necessary
- Assess the agency’s expenditure tracking methods in the context of operationalizing any change to cost allocation methodologies
- Design and develop spreadsheets (or other tools) for the agency to retain and use to conduct future cost allocation analysis
- Assist in a senior capacity with program and contract staff and guide them on any financial or cost allocation matters that have an impact on budget
- Work towards the goal of delivering a final Administration-wide recommendation for how all business units shall be cost-allocated in a way that maximizes the federal revenue for administering federal benefit programs
- Manage teams of contract Support Personnel at multiple locations
- Maintain and manage the client interface at the senior levels of the client organization
- Meet with customer and contractor personnel to formulate and review task plans and deliverable items
- Ensure conformance with program task schedules and costs
