The ideal candidate will possess 5+ years of data analysis, 5+ years of database management, and 5+ years of setting up enterprise wide data governance structures.
Required Skills/Years of Experience
- Bachelor's degree in Health Informatics, Data Science, Health Information Science, Computer Science or closely related field
- 5+ years of experience with enterprise data warehouses
- 5+ years of experience with data maturity models
- 5+ years of experience with data governance
- 5+ years of experience with database management
- 5+ years of experience with data analysis
- 5+ years of experience setting up enterprise wide data governance structures
Desired Skills/Years of Experience:
- 1+ year of knowledge of data lakes and data maturity models

The Commonwealth of Pennsylvania’s Department of Health (DOH) is seeking an Enterprise Data Architect/Manager to manage and promote an integrated and readily accessible data ecosystem. The ideal candidate will possess 5+ years of data analysis, 5+ years of database management, and 5+ years of setting up enterprise wide data governance structures.
The Enterprise Data Architect/Manager will be tasked to:
- Manage and promote an integrated and readily accessible data ecosystem
- Report to the Deputy Secretary for Health Resources and Services
- Partner with the IT DOH/DDAP Solutions Management Director
- Apply an understanding of core governance principles, lineage, and the interdependencies across programs and systems
- Drive standards and consistency
- Apply an understanding of department data flows and principles of conformed dimensions
- Establish governance rules, controls, and processes
- Provide public health decision-makers with accessible, timely, reliable, and meaningful data to drive policies and interventions
- Work with health data from multiple data systems
- Analyze how different data models can be integrated into one integrated central data model
- Lead discovery and business requirement sessions with various stakeholders
- Analyze data from disparate systems
- Utilize analytics and business intelligence for data in data lakes and EDW
- Provide recommendations for continuous improvement, governance, and standards
- Apply strong communication and interpersonal skills
- Interact with all levels of the Department of Health
- Capture business requirements and effectively convey business needs to IT counterparts
- Ensure the IT projects are in sync with business goals
- Interface with cross-functional teams and management
- Establish, implement, and ensure adherence to data policies and processes
- Apply strong analytical and computation skills
- Integrate different data points across systems to present an enterprise view
- Communicate and present results with internal and external stakeholders
- Identify relevant data gaps for evaluation and evidence needs
- Develop roadmaps for addressing the data gaps
- Apply knowledge and experience of the data governance processes and frameworks
- Draft current and future workflows of data flows to present to stakeholders
- Work with stakeholders to obtain input and feedback on final engagement outputs
- Create and maintain data catalogs
- Apply an understanding of relational databases, transformations, and data mappings
- Interpret complete data from multiple data sources and develop findings and recommendations
- Consolidate internal and external data to explore patterns and improve outcomes
- Establish interoperability with healthcare IT systems such as electronic medical record systems
- Apply knowledge of enterprise data warehouses and data maturity models
- Utilize knowledge of Tableau or PowerBI
- Serve as a leader for data modernization, data governance, data interoperability, and integration and data security
- Engage with program data stewards and team members
- Document descriptions of datasets, data assets, dashboards, and reports
- Create a dashboard to track programs of the inventory and descriptions of data assets
- Review systems and feeds for data quality process sufficiency to feed enterprise sources and recommend changes
- Create a dashboard to track the data quality process evaluation and progress
- Document specific data flows and use appropriate tools for lineage and profiling to improve data quality
- Review program requirements and understand the impact on the enterprise view of data
- Document decisions that impact the enterprise view of data
- Review metrics to ensure adequate privacy
- Drive adoption of data governance policies
- Participate in data governance meetings and follow up items
- Drive compliance with established policies
- Document external data
- Combine third party data with first-party data to create relevant derivative or second-party data for analysis
- Create dashboards and reports to track the progress of data governance activities
