Short Description
The Commonwealth of Pennsylvania’s Department of Education (PDE) is seeking a .NET Full Stack Developer to assist in the ongoing maintenance and support of existing systems and the full life cycle development of new systems and projects within the General Government Delivery Center (GGDC). The ideal candidate must have 5+ years programming using Microsoft VB.Net, ASP.Net, JavaScript, XML, SQL Server Reporting Services, and SQL Server database; 5+ years designing and programming user interface, business layer, database layer, and reporting components to meet user requirements; and 5+ years with Education Data and Calculations (EDC) and the Consolidated Financial Reporting System (CFRS).
Required Skills/Years of Experience
- Bachelor’s degree in IT or related field or equivalent experience
- 5+ years of experience programming using Microsoft VB.Net, ASP.Net, JavaScript, XML, SQL Server Reporting Services, and SQL Server database
- 5+ years of experience designing and programming user interface, business layer, database layer, and reporting components to meet user requirements
- 5+ years of experience with Education Data and Calculations (EDC) and the Consolidated Financial Reporting System (CFRS)
- 5+ years of experience with Visual Studio
- 5+ years of experience using AzureDevOps for source code control, managing work items, managing testing activities, and documentation versioning
- 5+ years of experience conducting adequate unit and regression testing for all developed code and resolving any bugs

The Commonwealth of Pennsylvania’s Department of Education (PDE) is seeking a .NET Full Stack Developer to assist in the ongoing maintenance and support of existing systems and the full life cycle development of new systems and projects within the General Government Delivery Center (GGDC). The ideal candidate must have 5+ years programming using Microsoft VB.Net, ASP.Net, JavaScript, XML, SQL Server Reporting Services, and SQL Server database; 5+ years designing and programming user interface, business layer, database layer, and reporting components to meet user requirements; and 5+ years with Education Data and Calculations (EDC) and the Consolidated Financial Reporting System (CFRS).
The .NET Full Stack Developer will be tasked to:
- Assist in the ongoing maintenance and support of existing systems and the full life cycle development of new systems and projects within the General Government Delivery Center (GGDC)
- Work independently as assignments are given as well as in a team setting working with developers of various skill and experience levels
- Work with the project team to analyze and interpret user requirements and propose solutions
- Lead the development effort for selected Education Data and Calculations (EDC) modules
- Design and program user interface, business layer, database layer, and reporting components to meet user requirements
- Propose database designs for approval by the database administrators
- Assist with data migration from existing databases
- Program using Microsoft VB.Net, ASP.Net, JavaScript, XML, SQL Server Reporting Services, and SQL Server database
- Use the Visual Studio development platform
- Follow various established coding and database standards
- Use AzureDevOps for source code control, managing work items, managing testing activities, and documentation versioning
- Estimate time required for development of application components
- Report status of work to the project manager via AzureDevOps
- Conduct adequate unit and regression testing for all developed code and resolve any bugs
- Make best practice recommendations on functional and technical improvements and identify and resolve issues and risks
- Present complex technical constructs to non-technical users
- Collaborate with business users, the project manager, the database administrators, and other developers on the team
- Document, mentor, and provide knowledge transfer to IT staff as required
- Support existing CFRS applications that are in production
- Review code created by other developers for debugging
