Complete Description
The District of Columbia’s Department of Human Services is seeking a .NET Developer to maintain and enhance the existing DC Wet Online Portal and the Middle Processing Application (MAP) and integrate them with CATCH. The ideal candidate will have 10+ years of technical reporting, system setup, data analysis and analytics and 10+ years of developing enterprise applications using MS technologies within a distributed (n-tier) architecture.
This position will be under the Application Support Division I (ASD I) of the Office of Information Systems (OIS).
The .NET Developer will be tasked to:
- Maintain and enhance the existing DC Wet Online Portal and the Middle Processing Application (MAP) and integrate them with CATCH
- Design and build the Learning Management System (LMS) and Career Ladder Application for OWO
- Perform proactive application monitoring activities including enhanced audit log tracking
- Design, develop, deliver and enhance Client-Server/Web-Based/Cloud-Based/Mobile Software Applications using application software development languages/environments with .NET/ASP/Visual C#
- Implement and manage business aligned IT services
- Ensure the application platform is of high quality, defect free and adheres to industry standards for development, testing and deployment methodologies
- Design, develop and deploy applications that support users on the case and program management especially with ERAP application
- Provide mentorship and technical advice to a team of Application/Reports/Query developers
- Provide strategic advice to the lead, management and customers of the OIS
- Implement programming standards that support a secure and defect free application
- Interact daily with government clients in order to meet the technical requirements for new initiatives
- Work with Quality Assurance / Quality Control teams to ensure the application remains secure and defect free
- Define and document processes to be used by all application developers on the team
- Plan, research, and recommend new equipment, software tools, and related technologies
- Use monitoring and performance analysis tools to troubleshoot and isolate application performance issues
- Update system and process documentation, produces user guides, ER diagrams, and SOPs as needed - Including Visio Network design drawings
- Design, develop, enhance, debug, and implement software
- Troubleshoot production problems related to software applications
- Research, test, build, and coordinate the conversion and/or integration of new products based on client requirements
- Design and develop new software products or major enhancements to existing software
- Address problems of systems integration, compatibility, and multiple platforms
- Consult with project teams and end users to identify application requirements
- Perform feasibility analysis on potential future projects to management
- Assist in the evaluation and recommendation of application software packages, application integration and testing tools
- Resolve problems with software and respond to suggestions for improvements and enhancements
- Act as team leader on projects
- Instruct, assign, direct, and check the work of other software developers on the development team
- Participate in development of software user manuals
- Perform other duties as assigned
