The Commonwealth of Pennsylvania’s Department of Corrections (DOC) is seeking a .NET Dev Lead/Scrum Master to lead an Agile development team. The ideal candidate will possess 10+ years with object oriented development, 10+ years with .NET Framework, and 10+ years with IIS (older versions – 8.x).
The .NET Dev Lead will be tasked to:
- Understand service oriented architecture with WCF/Web API development
- Develop front-end using AngularJS (or other JavaScript Framework)
- Use HTML5, CSS, and CSS preprocessor
- Prototype HTML with responsive web design using grid system
- Understand OO concepts and design patterns
- Understand framework development for cross cutting concerns
- Understand security concepts for application and services
- Conduct design reviews to verify that design meets quality standards and functional/technical requirements
- Profile code and performance-tune code
- Use TFS build and deployment process
- Use Microsoft SQL Server including database programming and performance tuning
- Map, scrub, and migrate data from legacy to new systems
- Lead complex technical discussions with business and non-technical users
- Present complex technical constructs to business and non-technical users
- Develop appropriate work plans/schedules to effectively schedule tasks/assignments
- Provide accurate estimates for design and programming efforts for system changes and enhancements
- Anticipate, identify, track, and resolve issues and risks
- Develop contingency plans as necessary
- Work independently
- Work with multiple team members (BA, Developer, DBA, System Architect, PM)
- Be well-organized with great attention to detail
- Communicate effectively with multiple team members
