Short Description
The District of Columbia Department of Consumer and Regulatory Affairs (DCRA) is seeking a Code Enforcement Advisor to perform specialized duties in streamlining a Code Enforcement program. The ideal candidate will possess Code Enforcement certification, at least two Inspector certifications, 5 years of inspection experience, and excellent communication skills.
Required Skills/Years of Experience
- Bachelor's Degree or a high school diploma plus 9 years of inspection experience
- Code Enforcement Administrator or Master Code Enforcement Professional Certification from the International Code Council/American Association of Code Enforcement
- ICC 81 (Residential Building Inspector) Certification (or approved equivalent)
- ICC E1 (Residential Electrical Inspector), M1 (Residential Mechanical Inspector), P1 (Residential Plumbing Inspector), or F1 (Fire Inspector)
- 5+ years of experience supporting a government agency
- 5+ years of experience providing technical guidance to inspectors
- 5+ years of applying excellent written and verbal communication skills
- 2+ years of strong computer skills to create documents and complete forms
- 2+ years of using analytical skills to assess data and offer recommendations
- 2+ years of applying strong problem solving and customer service skills
- 2+ years of being extremely detail-oriented to solve challenges and complete tasks
- 1+ years of experience designing code enforcement programs
- 1+ years of experience with MS Office (Word, Excel, Outlook)
- 1+ years of familiarity with DC Municipal Regulations (DCMR)
- A valid driver's license
Desired Skills/Years of Experience:
- 1+ years of experience with Google Docs, Sheets, Drive
Complete Description
The District of Columbia Department of Consumer and Regulatory Affairs (DCRA) is seeking a Code Enforcement Advisor to perform specialized duties in streamlining a Code Enforcement program. The ideal candidate will possess Code Enforcement certification, at least two Inspector certifications, 5 years of inspection experience, and excellent communication skills.
The Code Enforcement Advisor will be tasked to:
- Assess current program’s structure and policies and recommend the optimal structure for the code enforcement unit
- Develop processes to support the strategic direction of the agency in prioritizing life safety violation enforcement over non-life safety code violations
- Research code enforcement best practices to update standard operating procedures with voluntary compliance and equity in mind
- Support the Chief Operating Officer and Enforcement Administrator with the implementation of deferred enforcement of fines for compliant property owners and escalated fines and other sanctions for recidivists
- Mentor and meet with appropriate staff to identify and resolve problems or conflicts and provide recommendations for final decisions regarding policy, operations, and administrative procedures of the code enforcement program
- Interview customers, stakeholders, and staff for input and insight on enforcement issues, challenges, and resources
- Provide technical advice to staff responding to enforcement requests including but not limited to requests for building wide inspections, noise complaints, nuisance properties, and property encroachment
