Short Description
The District of Columbia’s Office of the CHief Technology Officer (OCTO) is seeking a Business Financial Analyst to assist the program managers with a broad knowledge of well-established financial and accounting controls consistent with the agency financial rules and regulations and to serve as a liaison between the Office of Contracting and Procurement and the Office of Chief Financial Officer (OCFO), Government Ops Cluster. The ideal candidate must have 6+ years of MS Office, 6+ years of managing the financial solvency for a multi-year grant funded (state and federal) project (with multiple cost allocations), and 6+ years of developing and maintaining Advanced Planning Documents.
Required Skills/Years of Experience
- Bachelor’s degree in IT or related field or equivalent experience
- 6+ years of experience with MS Office
- 6+years of experience managing the financial solvency for a multi-year grant funded (state and federal) project, with multiple cost allocations
- 6+ years of experience developing and maintaining Advanced Planning Documents
- 6+ years of experience managing and balancing expenditures/accruals for projects with numerous funding sources and cost allocation (state/federal)
- 6+ years of experience identifying and mediating funding risks and issues
- 6+ years of experience with Excel reports and dashboards
- 6+ years of experience with tracking funding re-programming for a grant funded project (district preferred)
- 6+ years of experience providing analysis on burn-rates and mapping deliverables to budget lines
- 6+ years of experience with business process re-engineering
- 6+ years of experience as an IT Business Analyst

The District of Columbia’s Office of the CHief Technology Officer (OCTO) is seeking a Business Financial Analyst to assist the program managers with a broad knowledge of well-established financial and accounting controls consistent with the agency financial rules and regulations and to serve as a liaison between the Office of Contracting and Procurement and the Office of Chief Financial Officer (OCFO), Government Ops Cluster. The ideal candidate must have 6+ years of MS Office, 6+ years of managing the financial solvency for a multi-year grant funded (state and federal) project (with multiple cost allocations), and 6+ years of developing and maintaining Advanced Planning Documents.
The Business Financial Analyst will be tasked to:
- Assist the program managers with a broad knowledge of well-established financial and accounting controls consistent with the agency financial rules and regulations
- Serve as a liaison between the Office of Contracting and Procurement and the Office of Chief Financial Officer (OCFO), Government Ops Cluster and assist with agency fiscal matters and vendor management relationship
- Interface with District agency technical and business staff to fully understand the business operations they support
- Lead business impact analysis efforts by interviewing agency business and technical systems owners, including senior executives
- Interface with internal agency technical staff to convey an understanding of customer business systems in technical and fiscal terms
- Be responsible for the quality and comprehensiveness of project documentation artifacts (customer questionnaires, business impact analysis and financial reports)
- Plan, coordinate, and perform comprehensive reviews, special studies, and selective internal examinations of Finance and Accounting functions on a recurring basis
- Review, analyze, classify, and reconcile financial reports related to transactions and commitment and obligation documents
- Regularly reconcile accounts and adjusts them to reflect outstanding balances
- Prepare statements, reports, schedules, and comparative analyses for accounts with extensive supporting schedules, subdivisions, intermediate summaries, and frequent and varied adjustments to balance and reconcile them
- Maintain the vendor management relationship and respond to all vendor calls within the time frame stated in agency policies and procedures
- Participate in weekly staff meetings as required
- Examine IT contracts and vendor invoices submitted for payment against encumbrance documents and receipt documents and resolve discrepancies with vendors
- Analyze and prepare recurring and special financial reports on the causes of adjustment actions, determine the source of processing deficiencies, and recommend corrective procedures
- Assist the team with managing and responding to financial audits
- Investigate and resolve problems associated with processing of invoices and purchase order requests
- Review and resolve a variety of routine inter and external inquiries concerning account/PO/suppliers’ status, including communicating the resolution of discrepancies to appropriate persons
- Draft customer questionnaires, conduct integrated teaming sessions, and draft associated technical documentation
- Perform general business analysis activities and develop and/or assist in the development of technical documentation related to project activities
- Document accurate use cases and user stories based on customer requirements as necessary
- Analyze process and re-engineering with an understanding of technical problems and solutions as they relate to the current and future business environment
- Create process change by integrating new processes with existing ones and communicating these changes to impacted Business Systems teams
- Recommend and facilitate quality improvement efforts
- Assist in ad hoc projects as needed
- Perform other related duties as assigned
